On June 6, 2025, the School of International Education at Zhejiang University successfully hosted its 26th Academic Luncheon in Room 108, Building 31, Yuquan Campus. The event was presided over by Mr. Wu Jian, with notable attendance from Professor Tang Xiaowu, the Vice Dean of Teaching. The luncheon saw the participation of twenty-two international Chinese language teachers from the university's teaching center.
The keynote address at this event was delivered by Dr. Liu Tiruo, who is affiliated with Zhejiang University. Her presentation was titled 'An Analysis of the National Education System Construction for Chinese Students from the Perspective of Policy Tools.' In her discussion, Dr. Liu emphasized that education about national conditions for international students studying in China is crucial not just for nurturing global talents familiar with Chinese culture, but also as a significant means of enhancing China's image and fostering cross-civilizational appreciation.
In her study, Dr. Liu analyzed twenty-five national education policy documents issued at the national level since the beginning of the new era. Utilizing the classification theory of policy tools proposed by Rothwell and Zegveld, she categorized these tools into three types: supply type, environmental type, and demand type. This framework enabled her to construct a two-dimensional analysis of the relationship between policy tools and policy content, further employing NVivo software for coding, statistical processing, and quantitative analysis of relevant policy texts.
The findings of Dr. Liu's research indicated a diverse range of policy tools utilized in the construction of the national education system for students from abroad; however, the application of these tools revealed inconsistencies. While the policy content was comprehensive, the attention given to various aspects was uneven. There was also an observed imbalance in the distribution of policy tools and policy content at an intersectional level. To facilitate the high-quality development of China's national education system in this new era, Dr. Liu recommended a strategic allocation and deployment of policy tools, along with the enrichment of the policy content framework.
Following Dr. Liu's enlightening lecture, Professor Tang Xiaowu, Yu Qian, Teacher He Yun, and other faculty members engaged in a lively discussion, raising questions and sharing insights with her. Dr. Liu provided detailed responses, fostering a warm and engaging atmosphere throughout the dialogue. The luncheon concluded successfully, marked by appreciative applause from those in attendance.
